At approximately 6:22 a.m., on Monday, April 6, 2020, a Texas Department of Public Safety trooper was called to a vehicle vs. pedestrian crash on FM 400 west of Lancaster Street, which is located just east of the city limits of Plainview, Texas, in Hale County.
